300 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
Outdoor display of merchandise shall be permitted only in accordance with the zoning district regulations and the requirements of this section.

Signs shall be permitted as accessory uses to the principal use of the property.
The following provisions shall apply to electronic message centers: Each message or image shall remain fixed and unchanged for a minimum period of 30 seconds. ... The difference between the two readings shall not exceed 0.3 footcandle.
The zoning administrator may authorize the installation of off-premises directional signs, subject to the following findings and conditions:
Directional signs shall not exceed four (4) square feet and shall list only the name of the business or establishment.
