No North Carolina poplar, Lombardy poplar or cottonwood tree shall be planted in the streets or alleys of the city nor within ten (10) feet of the lines of the same.

Awnings, roofings, shades and signs thereunder of any character which may be erected in front of any premises adjacent to or abutting on a sidewalk shall not be less than seven (7) feet in the clear above the surface of such sidewalk.

No person shall erect along or on any street or sidewalk of the city what is known as barbed wire fencing.

The city shall issue no building permits for the construction of any structure abutting a dedicated-but-unopened street until the owner, developer, or contractor shall have complied with the following:

Any person conducting or operating a circus, carnival, menagerie or show of a similar nature within the city, or within any area outside of the city within one (1) mile of the corporate limits of the city, shall obtain from the chief of police a permit to operate such circus, carnival, menagerie or show of similar nature.

It shall be unlawful for the proprietor, manager or other person in charge of any poolroom, billiard room or place of similar amusement to have the windows or glass in front of the pool or billiard tables covered or painted, or in any way have the view obstructed between the street and such pool or billiard tables.

Every pool or billiard parlor or room shall be closed for business between the hours of 1:00 a.m. and 7:00 a.m.

It shall be unlawful for any person under eighteen (18) years of age to frequent, as a patron or visitor, any public poolroom or billiard room in the city. The proprietor or manager of such place shall have posted conspicuously at the entrance thereof a sign, in bold letters not less than two (2) inches in height: 'No Person Under Eighteen Years of Age Allowed in Here.'

The restrictions on minors entering poolrooms or billiard rooms, as set forth in section 5-23, shall not apply to family billiard center, which is hereby defined to be a licensed establishment for the playing of billiards which: (1) Is not licensed under the alcoholic beverage control laws of the state, and is not operated in conjunction with any other licensed dispenser of alcoholic beverages; (2) Is illuminated throughout its interior at a level of at least forty (40) footcandles; (3) Has no partitioned or closed-off areas, other than those for toilet facilities, office space and storerooms and in which all playing areas and billiard tables are visible from a public way or street; (4) Has a window or windows open to view from a public way or street, having a minimum of one hundred (100) square feet of glass area, which windows are not permanently covered or otherwise obstructed; (5) Has an attendant on duty at all times; (6) Has separate restroom facilities for both sexes.

No person who shall operate a business licensed to operate under section 20-55, 20-58 or 20-74 of this Code shall operate the same after 10:30 p.m. All carnivals, circuses, hobbyhorses, etc., as provided for in such sections, shall stop at 10:30 p.m. on each and every night and shall not commence again before 9:00 a.m. of the following day.

Every person operating, managing or in charge of a public dance hall, as defined in section 20-66 of this Code, shall close such hall at 1:00 a.m., except on holidays, when the same shall be closed at 2:00 a.m., and no dancing or music shall take place after such hours.

No horses, mules, cows, goats, sheep or livestock of similar nature shall be kept within one hundred (100) yards of any residence, except the residence of the owner of any such animal.
