1General provisions

Every person engaged in the plumbing business shall enter into a bond, with security satisfactory to the city attorney, in the penalty of twenty-five hundred dollars ($2,500.00), to indemnify and save harmless the city, its citizens, residents and property owners against any and all loss by reason of his failure to comply with the requirements of this chapter or from neglect or carelessness in his work
no person shall engage in any land-disturbing activity until such person has submitted to, has had reviewed by and has had approved by the city manager, or his duly authorized representative, a soil erosion control and stormwater management plan
A plan review and inspection fee of twenty-five dollars ($25.00) for the first acre of land or less in any project, plus ten dollars ($10.00) for each additional acre of land, or part thereof, in excess of one (1) acre in such project, up to a maximum of one hundred fifty dollars ($150.00), shall be paid to the city at the time of the filing of an application and a soil erosion control and stormwater management plan under this article.
The city manager, or duly authorized representative, meeting the certification requirements of the board, shall, within forty-five (45) days, approve any plan submitted to him under this article
A stormwater utility fee is hereby imposed on every parcel of real property in the city that appears on the real property assessment rolls as of July 1 of each year and contains greater than five hundred (500) square feet of impervious surface area.
The city manager, or his duly authorized representatives, prior to the issuance of any grading, land-disturbing, building or other permit involving any land-disturbing activity, may require from any applicant a reasonable performance bond, cash escrow, letter of credit, any combination thereof or such other legal arrangements as is acceptable to the city manager
Any applicant or permit holder under the provisions of this chapter, who is aggrieved by any action of the city manager or his duly authorized representative in the interpretation of this chapter or in disapproving plans submitted in accordance with this chapter, shall have the right to appeal such decision or interpretation to the board of appeals
Violations of any regulation or order of the board, any provision of the city's program, any condition of a permit issued under this chapter, or any provision of this chapter shall be subject to civil penalties as prescribed in Code of Virginia, § 62.1-44.15-55
Grass, weeds, or other foreign growth in excess of ten (10) inches in height... Any weeds, shrubs, grass, or other vegetation growth in excess of fourteen (14) inches in height are hereby declared a nuisance.
Mobile containers shall not be placed for pickup more than forty-eight (48) hours prior to the collection day... Tree limbs... cut in four-foot lengths... Commercial establishments shall provide for on-site containerized refuse collection and disposal, with pick-ups of at least once weekly.
It shall be unlawful for any person to park a mobile home at any place within the city for dwelling or sleeping purposes, except in a mobile home park or trailer park for which the operator thereof has obtained a license in accordance with the provisions of chapter 20 of this Code.
In the preparation of the site plan for a mobile home park, the plans shall show in detail the entire sanitary facilities and water supply distribution for the project.
Sewage shall be disposed of and connection made with the sanitary sewer system of the city in accordance with the provisions of this Code and other ordinances of the city, subject to the particular provisions of this division.
Materials for water distributing pipes and tubing shall be brass, copper, cast iron, wrought iron, open-hearth iron, or steel with appropriate approved fittings.
No automobile, motorcycle, camper, other motor vehicle, boat or trailer shall be parked or remain on any unpaved/unimproved portion of the front or side yard visible from the street in portions of the city zoned residential or business.

The owner of any premises must, upon notice from the building official, remove within ten (10) days from such premises any trash, garbage, refuse, litter, clutter, and other substances... Violations of this section are subject to a civil penalty of fifty dollars ($50.00) for the first violation...

the owner has thirty (30) days, or fewer if the chief of police deems necessary, from the date of mailing to undertake corrective action
after fifteen (15) days from the mailing of the notice, the chief of police may commence any corrective action
