Sec. 1. - Preparation and submission to council.
At least sixty days before the end of each fiscal year the city manager shall prepare and submit to the council an annual budget for the ensuing fiscal year.
Sec. 2. - Contents; governed by general law.
The said budget shall contain such information as the council may desire, and in all other respects, both with reference to the preparation and publication of the said budget, the same shall be governed by general law.
