349 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
In the SC district: No portion of any building shall be erected closer than fifty (50) feet to any public street. No portion of any building shall be erected closer than seventy-five (75) feet to any residential district boundary and no loading space shall be closer than fifty (50) feet to any residential district boundary.

In the floodway sub-district, the following uses and activities are permitted provided that they are in compliance with the provisions of the underlying district and are not prohibited by any other ordinance and provided that they do not require structures, fill, or storage of materials and equipment: (1) Agricultural uses... (2) Public and private recreational uses... (3) Accessory residential uses (but not habitable structures)... (4) Accessory industrial and commercial uses...
The floodway district shall be limited to uses which will not impede the flow of flood waters or cause an increase in flood levels. Permitted uses shall be limited to agricultural, recreational, accessory residential, temporary nonresidential, storage, repair, and accessory structures.
Permitted uses limited to farming, forestry, open space, lawns, gardens, parking, signs, railroads, streets, bridges, utilities, pipelines. Prohibited: structures, filling, storage, septic tanks, roads except as permitted.

Permitted uses in the floodway district shall be limited to: ... No development or use shall be permitted in the floodway sub-district that would result in any increase in the base flood elevation.
The flood-fringe sub-district shall be that area of the one hundred-year floodplain not included in the floodway sub-district.
The approximated floodplain district shall be that floodplain area for which no detailed flood profiles or elevations are provided, but where a one hundred-year floodplain boundary has been approximated.
Until a regulatory floodway is designated, no new construction, substantial improvements, or other development (including fill) shall be permitted within the areas of special flood hazard, designated as zones A1-30 and AE on the flood insurance rate map, unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one foot at any point within the county.
