769 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
In the RS and RM-12 zoning districts, the maximum height of a wall or fence in interior side or rear setbacks abutting property in a OS or PS zoning district or abutting property with a residential use shall be six feet. Abutting commercial or industrial: eight feet. Front setback: four feet. In nonresidential districts: front and corner side setbacks: six feet; interior side and rear: eight feet. All new projects abutting a residential zoning district: solid concrete or masonry wall at least seven feet.

Principal structures within the RS and RM-12 zoning districts shall not be located within a side setback encroachment plane sloping upward and inward to the site at a 30-degree angle measured from the vertical, commencing six feet above the existing grade along the interior side property line. In the RS and RM-12 zoning districts, the exterior walls and/or roof may have a metallic finish when the Solar Reflectance does not exceed 0.35.
Proposed development shall provide for the undergrounding of utility facilities (e.g., cable television, data network, electrical, telephone, and similar distribution lines providing direct service to the site) in compliance with the following requirements.
All utility facilities shall be installed underground within the site for nonresidential and mixed-use development. A Conditional Use Permit shall be required for any density bonus exceeding 35 percent.

Additional Standards for Development Projects Within the HD Overlay District
Each project that requires a Building Permit or land use permit shall also require the approval of a landscape plan by the Zoning Administrator and the Fire Chief.
Where healthy trees exist on a site, maximum effort shall be given for their retention.
Street trees are required whenever new structures are constructed on vacant lots within the City.
Any new development shall be required to provide a minimum of one 24-inch box tree planted in the parkway, or in the sidewalk area where there is no parkway, at the same spacing as existing trees or at 20-foot intervals if there are no existing trees
Street trees shall not be removed without first obtaining permission from the Department of Public Works.
