General provisions
123 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
The Special Floodplain District shall include the areas designated as Zones A, A1-30, AE, AH, and AO on the Flood Insurance Rate Map.
The AE, or AH zones, on the FIRM accompanying the FIS shall be those areas for which one percent (1%) annual chance flood elevations have been provided and the floodway has not been delineated.
The AE, or AH zones, on the FIRM accompanying the FIS shall be those areas for which one percent (1%) annual chance flood elevations have been provided and the floodway has not been delineated.
The A zone on the FIRM accompanying the FIS shall be those areas for which no detailed flood profiles or elevations are provided, but the one percent (1%) annual chance floodplain boundary has been approximated.
The Approximate Floodplain District shall include the areas designated as Zone A on the Flood Insurance Rate Map.
The Approximate Floodplain District shall include the areas designated as Zone A on the Flood Insurance Rate Map.
The A zone on the FIRM accompanying the FIS shall be those areas for which no detailed flood profiles or elevations are provided, but the one percent (1%) annual chance floodplain boundary has been approximated.
All uses, activities, and development occurring within any floodplain district shall be undertaken only upon the issuance of a permit. New construction and substantial improvements shall be anchored to prevent flotation, collapse, or lateral movement.
All development within any floodplain district shall be consistent with the need to minimize flood damage; use construction methods and practices that will minimize flood damage; use construction materials and utility equipment that are resistant to flood damage; be adequately anchored to prevent flotation, collapse, or lateral movement.
All new construction and substantial improvements shall be anchored to prevent flotation, collapse, or lateral movement of the structure.
New construction and substantial improvements of any residential structure shall have the lowest floor, including basement, elevated to at least two (2) feet above the highest adjacent grade.

New construction and substantial improvement of any residential structure shall have the lowest floor, including basement, elevated to or above the base flood elevation.
New construction and substantial improvement of any residential structure shall have the lowest floor, including basement, elevated to or above the base flood elevation.
No development shall be permitted within the floodway unless it has been demonstrated through hydrologic and hydraulic analyses performed in accordance with standard engineering practice that the proposed development will not result in any increase in the base flood elevation.
No development shall be permitted within the floodway unless it has been demonstrated through hydrologic and hydraulic analyses performed in accordance with standard engineering practice that the proposed development will not result in any increase in the base flood elevation.
All subdivision proposals shall have public utilities and facilities such as sewer, gas, electrical and water systems located and constructed to minimize flood damage. All subdivision proposals shall have adequate drainage provided to reduce exposure to flood hazards. Base flood elevation data shall be obtained from other sources or developed using detailed methodologies... for subdivision proposals and other proposed development proposals (including manufactured home parks and subdivisions) that exceed fifty (50) lots of five (5) acres, whichever is the lesser.
Variances shall be issued only upon (i) a showing of good and sufficient cause, (ii) after the Board of Zoning Appeals has determined that failure to grant the variance would result in exceptional hardship... While the granting of variances generally is limited to a lot size less than one-half (½) acre... Variances will not be issued for any accessory structure within the SFHA.
All subdivision proposals shall have public utilities and facilities such as sewer, gas, electrical and water systems located and constructed to minimize flood damage.
no junkyard shall be established in the County any portion of which is within one thousand (1,000) feet of the nearest edge of the right-of-way of any primary highway or within five hundred (500) feet of the nearest edge of the right-of-way of any other highway
