The purpose of this section is to regulate exterior lighting... All luminaries shall be fully shielded and full-cutoff... Lighting intensity shall not exceed 0.5 foot-candle at the property line(s)... maximum height of a luminaire installed for residential development shall be twenty (20) feet, and twenty-five (25) feet for all other development.

The minimum distance by which any structure, except signs, gasoline pump islands, and their canopies, shall be separated from the right-of-way of a primary highway... Gasoline pump islands and canopies may be set back up to half of the setback distance required in section 70-646.

Permanent signs shall be set back 300 feet from the right-of-way of Constitution Highway (VA Route 20) south of the Town of Orange and north of US Route 33 in Barboursville, and 300 feet from the right-of-way of Blue Ridge Turnpike (VA Route 231) north of the Town of Gordonsville. On other primary highways, each permanent sign shall be set back from the right-of-way a distance equal to its height.

All required off-street parking spaces required herein shall be located on the same lot... Any lot may have a maximum of two (2) entrances... Parking areas shall be set back a minimum of fifteen (15) feet from any front property line and ten (10) feet from any side or rear property line... impervious parking for all uses other than individual single-family and two-family dwellings shall not be provided in excess of ten (10) percent above the required minimum.

All off-street parking... shall be surfaced so as to provide a durable and dustless surface... All lights used to illuminate any parking... shall be of the full-cutoff variety...

The zoning administrator shall determine the required parking and loading requirements for any uses not specifically listed herein... Where any computation results in a fractional number, the number of required parking spaces shall be rounded to the nearest whole number.

The interior of the parking lot shall include at least one-hundred (100) square feet of landscaped area, and one shade tree, per ten (10) parking spaces (or portion thereof). Each landscaped area shall have a minimum width of six (6) feet. There shall be a landscaped strip at least fifteen (15) feet wide separating the parking area from any adjoining road... At least one shade tree shall be planted for every fifty (50) feet of frontage (or portion thereof).

One off-street space shall be provided for each 20,000 square feet of floor area or fraction thereof for any commercial use, and for each 40,000 square feet for any industrial use. Such off-street loading space shall be a minimum of 10 feet in width, 14 1/2 feet in clearance height, and a depth of 20 feet... No loading/unloading space(s) shall be located in the front yard of any lot.

For the purpose of this chapter, the following types of signs shall be deemed hazardous to motorists or pedestrians, and shall be prohibited: Signs that simulate official traffic signs; Signs with moving parts; Signs with flashing lights; Signs that cause dangerous reflections or glare; Signs that obstruct motorists' vision; Signs displayed on utility poles; Signs that overhang a public road right-of-way; and Signs located within the public right-of-way of streets, highways or other public property.

Portable or mobile signs shall only be permitted for seasonal or brief activities as provided in this section. They shall be no more than 32 square feet in area or eight feet in height. Temporary signs may be displayed for no more than 60 days at a time, and no more than 120 days per year per site or per event.
