290 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
A conditional use permit shall be valid for a period of two (2) years from the date of approval.

The lot is of sufficient area and dimensions to accommodate the proposed use and to comply with all other applicable requirements of this Zoning Ordinance; 4. The proposed use is compatible with the surrounding area.
The Board may grant a special exception to permit a building or structure to exceed the maximum height permitted by the district regulations, provided that: 1. The additional height is necessary for the proposed use; 2. The additional height will not have an adverse impact on the surrounding area; 3. The additional height will not create a hazard to aviation; 4. The additional height is consistent with the Comprehensive Plan; 5. The additional height is in compliance with all applicable ordinances and regulations.
The Board may grant a special exception to permit a reduction in the landscaping, buffer, or screening requirements of this Zoning Ordinance, provided that: 1. The reduction is necessary due to the physical characteristics of the property; 2. The reduction will not have an adverse impact on the surrounding area; 3. The reduction is consistent with the purpose and intent of the landscaping, buffer, or screening requirements; 4. The reduction is in compliance with all applicable ordinances and regulations.
The Board may grant a special exception to permit a sign that does not comply with the sign regulations of this Zoning Ordinance, provided that: 1. The sign is necessary for the proposed use; 2. The sign will not have an adverse impact on the surrounding area; 3. The sign is consistent with the purpose and intent of the sign regulations; 4. The sign is in compliance with all applicable ordinances and regulations.
In addition to the standards set forth in section 26-332, the Board shall consider the following standards in reviewing an application for a special exception for a property located in an area designated as Rural Village in the Comprehensive Plan: 1. Whether the proposed use is consistent with the Rural Village designation; 2. Whether the proposed use is compatible with the rural character of the area; ...
A special exception permit shall be valid for a period of two (2) years from the date of approval.
Any building permit issued prior to the effective date of this Zoning Ordinance shall remain valid, provided that the work authorized by the permit is commenced within six (6) months of the date of issuance and is completed within two (2) years of the date of issuance.
Any person who violates any provision of this Zoning Ordinance shall be subject to a civil penalty of not more than five hundred dollars ($500.00) for each violation.
