From the ordinance
The Board may grant a special exception to permit a reduction in the landscaping, buffer, or screening requirements of this Zoning Ordinance, provided that: 1. The reduction is necessary due to the physical characteristics of the property; 2. The reduction will not have an adverse impact on the surrounding area; 3. The reduction is consistent with the purpose and intent of the landscaping, buffer, or screening requirements; 4. The reduction is in compliance with all applicable ordinances and regulations.
