The Board may grant a special exception to permit a sign that does not comply with the sign regulations of this Zoning Ordinance, provided that: 1. The sign is necessary for the proposed use; 2. The sign will not have an adverse impact on the surrounding area; 3. The sign is consistent with the purpose and intent of the sign regulations; 4. The sign is in compliance with all applicable ordinances and regulations.
