Off-street, at-grade parking lots may be established with Minor Conditional Use Permit approval. A solid masonry or concrete wall six feet in height shall adjoin a property line in an R district or an alley opposite an R district. Within the required front yard, the wall shall not exceed four feet in height. The parking lot use shall be limited to the hours between 7:00 a.m. and 10:00 p.m.
