For projects within the Rubidoux village policy area of the Jurupa Community Plan which are zoned R-VC (Rubidoux-Village commercial), the planning director may... authorize shared use of parking facilities under the following conditions...
Each required loading space shall be paved with six inches of concrete over a suitable base and shall not be less than ten (10) feet wide, thirty-five (35) feet long and fourteen (14) feet high.
