No building or structure shall be used, erected, constructed, or moved onto a lot within the boundaries of a Flood Protection District, except for accessory buildings and structures that will not substantially impede the flow of water, parking lots or buildings incidental to a lawfully established use, and flood-control structures approved by Public Works.
