• Channelization prohibitedProhibitedNot allowed in the district at all, short of rezoning or a variance.

  Channelizations and other substantial alterations of streams shall be prohibited except for: (1) necessary water supply projects where no feasible alternative exists; (2) flood protection for existing development where there is no other feasible alternative; or (3) development where the primary function is the improvement of fish and wildlife habitat.

• Fuel dispensing area cover

  Vehicle Service Facilities (gasoline stations, car washes, and automotive repair facilities) shall cover fuel dispensing areas with an overhanging roof structure or canopy. The canopy must not drain onto the fuel dispensing area, and the canopy downspouts must be routed to prevent drainage across the fueling area. Fuel dispensing areas shall be paved with Portland cement concrete (or an equivalent smooth, impervious surface—the use of asphalt concrete shall be prohibited), shall have a two percent to four percent slope to prevent ponding, and must be separated from the rest of the site by a grade break that prevents run-off of stormwater.

• Loading dock cover required

  Loading dock areas have the potential for material spills to be quickly transported to the stormwater conveyance system, and shall be covered, and designed to minimize run-on and runoff of stormwater. Direct connections to storm drains from depressed loading docks (e.g., truck wells) are prohibited.

• Outdoor storage containment

  Outdoor storage areas for material with the potential to pollute stormwater (e.g., toxic compounds, oil and grease, heavy metals, nutrients, suspended solids, and other pollutants) must be: (1) protected by secondary containment structures such as berms, dikes, or curbs; (2) sufficiently impervious to contain leaks and spills; and (3) must have a roof or awning to minimize collection of stormwater within the secondary containment area.

  The discharge of chlorinated pool water into a street, storm drain, creek, canyon, drainage channel, or other location where it could enter receiving waters shall be prohibited.

• Pool sanitization methods

  Alternative sanitization methods shall be used, which may include no-chlorine or low-chlorine sanitization methods.

• Repair/maintenance bay requirements

  Repair/maintenance bays must be indoors or designed in such a way that does not allow oil and grease, solvents, car battery acid, coolant, and gasoline from contacting stormwater runoff, and shall be designed to capture all wash-water, leaks, and spills. Repair/maintenance bay drains shall connect to a sump for collection and disposal; direct connection of the repair/maintenance bays to the storm drain system is prohibited.

• Restaurant grease trap required

  Restaurants shall be designed to eliminate runoff of oil and grease, solvents, phosphates, and suspended solids to the storm drain system. Equipment washing/steam cleaning areas must be equipped with a grease trap, and properly connected to a sanitary sewer or approved On-site Wastewater Treatment System (OWTS).

• Stream/drainage course buffer100 ft

  New development shall provide a buffer of at least 100 feet in width from the outer edge of the canopy of riparian vegetation associated with a stream/drainage course. Where riparian vegetation is not present, the buffer shall be measured from the outer edge of the bank of the subject stream.

• Trash storage area requirements

  Commercial, industrial, and multi-unit residential trash storage areas must have drainage from adjoining roofs and pavement diverted around the area, must be screened or walled to prevent off-site transport of trash, and shall be inspected and cleaned regularly.

• Vehicle washing/steam cleaning area requirements

  Areas designated for washing/steam cleaning of vehicles and equipment must be: (1) enclosed in a structure and/or covered; (2) equipped with a clarifier or other pre-treatment facility; and (3) properly connected to a sanitary sewer to avoid metals, oil and grease, solvents, and phosphates from entering the storm drain system or coastal waters.
