Trash enclosures for refuse and recycling bins shall be: a. Located within parking areas or structures, or at the rear or side of buildings, or between buildings, and shall not be placed between a building and a street; b. Located not farther than 150 feet from the building; c. Not placed in any public right-of-way; and d. If located outside, screened by masonry walls between five and six feet in height.
