From the ordinance
The cumulative addition of 25 percent or more of gross floor area, seating capacity, parking spaces, or number of dwelling units to any structure, building, or development; except in the Coastal Zone, where a cumulative addition of 10 percent or more of gross floor area, seating capacity, parking spaces, or number of dwelling units to any structures, buildings, or development shall constitute a major addition.
