- Fully shielded fixture requirement
A light fixture is fully shielded when it emits no light in the area above a horizontal plane passing through the lowest point of the light fixture and no more than 10 percent of its light in the area between zero and 10 degrees below the horizontal plane.

an unacceptable level of light trespass shall be 0.5 foot-candle or greater when the light trespass falls onto an adjoining public right-of-way or an adjoining residentially-zoned lot, open space-zoned lot, or agriculturally-zoned lot, and 1.0 foot-candle or greater when the light trespass falls onto an adjoining lot with any other zoning classification.
