Grading project, off-site transport. Any excavation or fill, or a combination of both, necessary and incidental to impending building construction, or other lawful development which will require the removal from, or importation to, a lot of more than 10,000 cubic yards of dirt, soil, sand, gravel, rock, clay, decomposed granite, or other minerals along a transport route having more than 20 occupied dwelling units (in any combination of single-family or two-family residences, apartment houses, or mobilehomes), a hospital, or an accredited public or private school located within a parallel corridor 300 feet wide on each side of and measured from the edge of the existing right-of-way for a distance equal to the extent of such route, or for a distance of 2,640 feet, whichever distance is less.
