Surfacing of off-street parking or driveways shall be designed to maintain proper drainage, shall consist of an improved dustless surface, and shall not include dirt or sand. The use of gravel for surfacing shall also be prohibited, except for single-family detached dwellings located in a Historic Overlay District (HOD) and approved in accordance with the requirements of the HOD and DCSM.
