General provisions
254 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
When permitted in zoning districts, signs shall be in accordance with the regulations in article X of this chapter.
The TCO district shall be in addition to and shall overlay on other zoning districts so that any parcel of land lying in the district shall also lie in one or more of the other zoning districts.
The area is enacted pursuant to and for the purpose of implementing the Chesapeake Bay Preservation Act and regulating the use of lands in King William County for the protection of water quality.

Land disturbance in excess of 2,500 square feet is subject to an erosion and sediment control permit. A major water quality impact assessment shall be required for any proposed land disturbance, development or redevelopment which (i) exceeds 50,000 square feet of land disturbance; or (ii) disturbs any portion of the RPA.
Resource protection areas or 'RPAs' shall consist of: 1. Tidal wetlands; 2. Non-tidal wetlands connected by surface flow and contiguous to tidal wetlands or water bodies with perennial flow; 3. Tidal shores; 4. A vegetated buffer area not less than 100 feet in width located adjacent to and landward of the components listed above, and along both sides of any water body with perennial flow.
Systems shall be pumped out at least once every five years, unless the owner submits documentation, certified by a sewage handler permitted by the Virginia Department of Health, that the septic system has been inspected, is functioning properly, and the tank does not need to have the effluent pumped out of it.
Prior to clearing or grading, suitable protective barriers, such as safety fencing, shall be erected five feet outside of the dripline of any tree or stand of trees to be preserved.
The 100-foot wide buffer area shall be the landward component of the RPA.
The regulations of this section shall serve as a supplement to applicable federal, state and local laws and regulations, including the zoning and subdivision ordinances. In the event there is a conflict, the more restrictive requirements shall apply.
All uses listed in Tables 1 and 2 not specifically permitted ("R") or permitted with approval of a conditional use permit ("C") are prohibited.
Overlay districts. Regardless of whether the use table lists a use type as permitted or permitted with approval of a conditional use permit, the use type shall be restricted or prohibited by the requirements of any overlay district.
