The construction or use of a nonconforming building or land area for which a legal building permit was issued prior to November 1, 1988, may proceed, provided such building is completed or substantially completed within one year or such use of land established within 30 days of November 1, 1988, such date being the date of adoption of this chapter.
Any lot of record existing on November 1, 1988, which is less in area or width than the minimum required by this chapter may be used when the requirements of this chapter regarding setbacks and side and rear yards are met.
All mobile/manufactured homes shall meet the plumbing requirements and the electrical wiring and connection, construction, blocking and anchoring requirements of the Virginia Uniform Statewide Building Code and shall display the seal of a testing laboratory approved by the state. (b) All mobile/manufactured homes must be completely skirted... (c) All mobile/manufactured homes shall be supplied with public water and sewage or water and sewage disposal approved by permits by the department of health.

Individual mobile/manufactured homes are acceptable uses in district AR and are uses permitted by special use permit in district R-2.
Mobile home parks legally in existence prior to November 1, 1988, may be continued so long as the use remains otherwise lawful, provided that: (1) No such mobile home park use existing on November 1, 1988, shall be enlarged or increased or extended to occupy a greater area of land than was occupied on such date, except in accordance with this chapter. (2) No such mobile home park shall be moved in whole or in part to any portion of the lot or parcel other than that occupied by such use on November 1, 1988.
All mobile home parks shall have a minimum area of at least three acres. A minimum of three spaces shall be completed and ready for occupancy before the first occupancy is permitted. (2) No mobile/manufactured home shall be placed within 25 feet of another. (3) The minimum length of a mobile/manufactured home lot within the park shall be 85 feet, and the minimum width shall be 50 feet. (5) No mobile/manufactured home shall be placed less than 25 feet from the mobile home park boundary. The distance from the line or corner of the mobile/manufactured home stand to a public street shall be 40 feet or more from any street right-of-way, which is 50 feet or greater in width, or 60 feet or more from the centerline of any street right-of-way less than 50 feet in width.

All internal streets shall be permanently paved with a durable approved, hard surface. (c) Minimum pavement width of streets must be 20 feet. (d) Dead-end streets shall be provided with cul-de-sacs with turning areas of not less than 40 feet in radius.
Floodplain designation. (Amdmt. No. 90-3, 4-18-90)
Any person... who violates any of the sections of this chapter... shall be guilty of a misdemeanor and, upon conviction, shall be fined not less than $10.00 or more than $1,000.00. As provided in section 1-13(d), each day upon which such violation continues shall constitute a separate offense.

For previously unzoned parcels, the zoning district designation shall be the same as that of the most restrictively zoned property adjacent to the parcel in question. For the purpose of this section, the order of districts from most restrictive to least restrictive is R-1, R-2, B-1, B-2, AR and M-1.
