- No obstruction of drainage
No building shall be erected on any land and no change shall be made in the existing contours of any land... in any manner that will obstruct, interfere with, or substantially change the drainage from such land to the detriment of neighboring lands.

The ratio of the volume of storm water runoff caused by a subdivision or other development to the estimated total volume of storm water runoff for the drainage shed, expressed as a percentage shall be applied to the total cost of the drainage improvement program for the drainage shed.
