Chimneys, flues, flagpoles, parapet walls, other accessory facilities not normally occupied by workmen, radio and television aerials, microwave towers and other public communications facilities are not governed by the height regulations set forth in this subsection, except that smokestacks, as defined in § 165-4, may only be allowed with the issuance of a special use permit.
