Lighting standards in public parking areas shall be placed outside the paved area, or behind tire stops, or on reinforced concrete pedestals at least thirty (30) inches high above the pavement, or by other acceptable protective means. Wallpacks shall be shielded. If the output of a lamp is greater than two thousand (2,000) lumens, it shall be fully shielded.
