General provisions

909 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.

4.04.18.B.2, 4.04.18.D7 standards

The minimum lot area is 5 acres. The maximum floor area ratio is 0.01. The minimum setback for such use is 50 feet from all lot lines.

4.04.19.B, 4.04.19.D8 standards

Minimum Lot Area. 10 acres. Building Height: 35 feet maximum. 2,000 square feet or less: 100 feet from all lot lines. In excess of 2,000 square feet but not exceeding 15,000 square feet: 300 feet from all lot lines.

4.04.20.B, 4.04.20.C5 standards

Motor vehicle service and repair must be conducted within a building and must not include on-site storage of inoperable vehicles. Up to 4 vehicles may be outside on display for sale.

4.04.21.B, 4.04.21.C, 4.04.21.D, 4.04.21.E4 standards

Up to 10% of the floor area may be used for heavy motor vehicle service and repair. Motor vehicle service and repair must be conducted within a building. On-site storage of inoperable vehicles is not permitted. All areas containing vehicles under repair must be screened.

4.04.22.B, 4.04.22.C4 standards

The minimum lot area is 20 acres. The use must be served by public sewer. The minimum setback for outdoor vehicle storage is 100 feet from any road right-of-way.

4.04.23.B1 standards

Vehicle Sales and/or Rental uses are limited to vehicle rental establishments in the PD-CC(RC) (Legacy District), IP, and GI Zoning Districts. No establishment where the principal occupation is the sale of motor vehicles, such as a car dealership, is permitted in these zoning districts.

4.04.24.B, 4.04.25.B, 4.04.26.B3 standards

Within Cluster Subdivisions in the AR Zoning Districts, animal care businesses are prohibited on Residential Cluster Lots. Within Cluster Subdivisions in the AR Zoning Districts, veterinary services are prohibited on Residential Cluster Lots and Common Open Space Lots. Within Cluster Subdivisions in the AR Zoning Districts, adult day care uses are prohibited.

4.05.01.B1 standards

Seating capacity of Amphitheaters in TSN, TCN, and TCC Zoning Districts is limited to 1,000 persons or less.

4.05.02.C, 4.05.02.D2 standards

The minimum lot area for an Agricultural Cultural Center is 10 acres. The maximum floor area ratio is 0.04. The total area of all storage yards is limited to 10% of the total gross floor area of the principal structure on the site.

4.05.03.C, 4.05.03.D6 standards

The minimum lot area is 25 acres. The maximum floor area ratio is 0.04. The minimum setback from all lot lines is: Structures up to 7,000 square feet of gross floor area: 100 feet; Structures greater than 7,000 square feet of gross floor area and up to 12,000 square feet: 150 feet; and Structures greater than 12,000 square feet of gross floor area: 200 feet.

4.05.04.C3 standards

The minimum lot area is: a. Seating capacity of 300 or fewer seats: 10 acres. b. Seating capacity of more than 300 seats, or Religious Assembly uses with any accessory uses: 20 acres. The maximum floor area ratio is 0.20. The minimum setbacks from lot lines are: a. 75 feet for structures; and b. 100 feet for parking.

4.05.05.C6 standards

The minimum lot area is 5 acres. The maximum floor area ratio is 0.02. The total area of storage areas is limited to 10% of the total gross floor area of the principal structure.

4.093 standards

Structures meeting the eligibility requirements of Section 4.09.B are permitted to be adaptively reused in accordance with the standards of this Section.

7.025 standards

Required minimum amounts of open space for each zoning district are provided in Table 7.02-1. ... Minimum required amounts of open space are calculated as a percent of the gross area of the project site. ... Generally, open spaces related to conservation and preservation are given a higher factor (150%); traditional open spaces (Setbacks, Yards, Parks, Active Recreation, and Passive Recreation) are factored at 100%; and marginal or off-site open spaces are factored at 50%. ... Minimum amounts of open space provided in Table 7.02-1 may be modified pursuant to Section 10.04 or Section 10.10.04.C. for the redevelopment of sites developed prior to December 13, 2023, provided that open space will be provided in excess of original site development approvals and no less than 10% of the gross area of the project site.

7.06.02.B.1

The Zoning Administrator will determine in writing the required parking and loading facilities for uses not specifically listed in Table 7.06.02-1 above pursuant to Section 7.06.08 and Section 10.16.

7.06.02.B.2

For expansions or changes in use, prior to the issuance of a Zoning Permit or Certificate of Occupancy, the Zoning Administrator will determine in writing, based on information submitted by the applicant, the impact of the proposed change on the parking requirement for the building, and the adequacy of the parking provided.

7.06.02.B.31 standards

In addition to the requirements in Table 7.06.02-1 above, 1 off-street parking space is required for each business vehicle that is directly associated with permitted and Special Exception uses and is parked on the premises during normal business hours.

7.06.02.C.11 standards

Parking ratios for dwelling units provided pursuant to Chapter 9: Attainable Housing are reduced by 15%.

7.06.02.C.22 standards

For every 100 spaces placed in an above-grade parking structure, a 5% reduction in required parking spaces is applied. For every 100 spaces placed in a below-grade parking structure a 10% reduction in required parking spaces is applied.

7.06.02.C.31 standards

Developments providing age-restricted dwelling units in accordance with Code of Virginia § 36-96.7 will receive a 5% parking reduction for each 50 required parking spaces.
