From the ordinance

For expansions or changes in use, prior to the issuance of a Zoning Permit or Certificate of Occupancy, the Zoning Administrator will determine in writing, based on information submitted by the applicant, the impact of the proposed change on the parking requirement for the building, and the adequacy of the parking provided.
