General provisions

17.1010 standards

An ADU is permitted on any lot zoned to allow single-family or multifamily dwelling residential, and that includes a proposed or existing dwelling; a JADU is permitted on any lot zoned to allow single-family residential.

17.10.02022 standards

An ADU is permitted on any lot zoned to allow single-family or multifamily dwelling residential, and that includes a proposed or existing dwelling; a JADU is permitted on any lot zoned to allow single-family residential, and that includes a proposed or existing dwelling.

17.10.0309 standards

A JADU shall comply with the following standards: 1. JADUs are only allowed in single-family residential zones. 2. Owner-occupancy is mandatory.

17.10.0402 standards

The city shall not deny a permit for an unpermitted ADU constructed prior to January 1, 2018 absent a finding that correcting the violation is necessary to protect the health and safety of the public or the occupant of the ADU

17.10.0404 standards

Notwithstanding anything else to the contrary in the chapter, the city shall ministerially approve an application for a building permit within a residential or mixed-use zone to create any ADU or JADU that complies with the following standards (a "state exemption" ADU or JADU).

17.10.0503 standards

ADUs and/or JADUs, either attached or detached, which adhere to the standards in Sections 17.10.020, 17.10.030, or 17.10.040, shall be allowed on any lot zoned for single-family or multifamily residential, on lots with existing or proposed single-family dwelling units, with ministerial approval of a site plan review by the director.

17.11.0201 standards

The requirements of this chapter shall apply to all applications which will result in the creation of five or more dwelling units or residential lots, including, but not limited to, applications for a tentative tract map, parcel map, conditional use permit, coastal permit, building permit or other development entitlement.

17.11.0402 standards

new residential development of five or more dwelling units shall be required to dedicate up to five percent of all units as affordable to very low income households or dedicate up to ten percent of all units as affordable to low income households.

17.11.06014 standards

A density bonus... shall be provided by the city when a developer of a housing development consisting of five or more dwelling units agrees to construct that housing development to contain at least any one of the following: a. Ten percent of the total units... for lower income households...

17.11.1301 standards

Where units which are located in the coastal specific plan district and occupied by low- or moderate-income households are to be demolished or converted, the units shall be replaced on a one-for-one basis

17.12.025, 17.12.030, 17.12.040, 17.12.0506 standards

Commercial marijuana activities are prohibited in all commercial districts. Commercial buildings erected in the city shall have a height not greater than 16 feet and shall not exceed one story, except with the approval of a conditional use permit. Any expansion creating at least 500 square feet of additional floor area shall require a conditional use permit. All new commercial development shall be a part of an integrated, totally planned development and require a conditional use permit.

17.14.020, 17.14.030

Convenience goods and service businesses which serve a limited residential area, including such retail businesses as a food market, pharmacy, liquor store, bakery and coffee house; such service businesses as a barber or beauty shop, cleaners/laundry, (not to include cleaners/laundry uses that have cleaning operations on site) and minor office uses; ... The following uses may be permitted in the commercial limited (CL) zone, if it is found in each individual case by the planning commission that the criteria and limitations imposed on such uses by other provisions of this title are satisfied...

17.16.020, 17.16.030

Convenience goods and service businesses as described in section 17.14.020 and a wider range of uses, including such uses as clothing stores, specialty shops, sports and hobby shops, restaurants (not including drive-through restaurants), conservatories, financial institutions, medical and dental uses, veterinary clinics (not to include the boarding of animals), private tutoring centers involving ten or fewer students... The following uses may be permitted in the commercial neighborhood (CN) zone...

17.18.020, 17.18.030

General public service and office uses, including administrative and professional offices and studios, exhibit halls and galleries, financial institutions, medical and dental offices; recycling centers, as approved pursuant to chapter 17.58; temporary vendors, as approved pursuant to chapter 17.62; and other similar service uses as approved by the director. The following uses may be permitted in the commercial professional (CP) zone...

17.20.020, 17.20.030

Uses allowed in sections 17.14.020 (Commercial Limited (CL) District) and 17.16.020 (Commercial Neighborhood (CN) District) and a wider range of uses including such uses as major department stores, major hardware, home improvement stores, appliance stores, furniture stores and any similar uses clearly related to the surrounding area as approved by the director. In addition, emergency shelters as defined in section 17.96.625 shall be a permitted use. The following uses may be permitted in the commercial general (CG) zone...

17.22.020, 17.22.030, 17.22.0504 standards

Only the following uses and developments may be conducted or constructed: ... The following uses may be permitted in the Commercial Recreational (CR) District pursuant to a conditional use permit... Buildings above 16 feet in height may be permitted by the planning commission pursuant to a conditional use permit provided that the proposed height is consistent with the coastal specific plan, results in additional public open space, is compatible, and does not significantly impair views.

17.26.020-17.26.0506 standards

Institutional buildings shall have a building height not greater than 16 feet and shall not exceed one story, except with CUP. Uses permitted include temporary special uses, commercial filming, recycling centers, etc. Conditional uses include public facilities, educational facilities, churches, etc.

17.28.020-17.28.0405 standards

The maximum height of any building shall be 16 feet, except with CUP. Uses permitted include temporary special uses, commercial filming, etc. Conditional uses include burial parks, mortuaries, churches, etc.

17.38.060

The Coastal Specific Plan District comprises all land seaward of Palos Verdes Drive South and Palos Verdes Drive West as indicated on the city's official zoning map.
