The Natural Overlay Control District (OC-1) is established to maintain and enhance land and water areas necessary for the survival of valuable land and marine-based wildlife and vegetation; and enhance watershed management, control storm drainage and erosion, and control the water quality of both urban runoff and natural water bodies within the city.
