General provisions

186 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.

19.22.030 - Electrical Interference1 standards

Uses, activities, and processes shall not be operated to produce electric and/or magnetic fields that adversely affect the public health, safety, and general welfare of the community, including interference with normal radio, telephone, or television reception from off the premises where the activity is conducted.

19.22.040 - Electrical and Mechanical Equipment1 standards

Electrical and mechanical equipment located within 15 feet of a side property line in a residential zoning district shall be sound attenuated to the maximum noise levels described in Table 3-5 in a manner acceptable to the Director.

19.22.050 - Explosive or Fire Hazard1 standards

Uses, activities, and processes shall comply with the minimum requirements of the Uniform Fire Code as adopted by the City, and California Code of Regulations Title 19.

19.22.060 - Lighting2 standards

Light or glare from interior or exterior lighting, mechanical or chemical processes, or from reflective materials used or stored on a site, shall be shielded or modified to prevent emission of light or glare beyond the property line. All non-essential internal and exterior lighting including lighted signs shall be turned off after 11:00 p.m.

19.22.070 - Noise and Construction Hours5 standards

Uses, activities, and processes shall not generate or emit any noise or sound in excess of the levels provided in Table 3-5 beyond the property line of the parcel on which they are located, except as provided in Subsection B. Authorized construction activities... between 7 a.m. and 6 p.m. on weekdays, and between 10 a.m. and 5 p.m. on Saturdays. No construction is allowed on Sundays or official federal national holidays.

19.22.080 - Odor1 standards

Noxious, odorous emissions of a type or quantity that would be detrimental to, or endanger the public health, safety, or general welfare of the community, are declared to be public nuisance and unlawful, and shall be modified to prevent the release of further emissions.

19.22.090 - Vibration1 standards

Uses, activities, and processes shall not generate ground vibration that is perceptible without instruments by the average person at any point along or beyond the property line of the parcel containing the activities.

19.23.030 - Location Requirements5 standards

An Adult-Oriented Business establishment shall not be located within: 1. Three hundred feet from any other Adult-Oriented Business establishment; 2. Five hundred feet from any religious facility; 3. Five hundred feet from any school or other land use accommodating or oriented to youth/minors; 4. Five hundred feet from any public park; or 5. Three hundred feet from any residential zoning district or conforming residential use.

19.23.080 - Adult Business Development and Performance Standards3 standards

Except for those businesses also regulated by the California Department of Alcoholic Beverage Control, an Adult-Oriented Business shall be open for business only between the hours of 8:00 a.m. and midnight on any particular day. All off-street parking area and premise entries of the sexually-oriented business shall be illuminated from dusk to closing hours of operation with a lighting system which provides an average maintained horizontal illumination of one foot candle of light on the parking surface and/or walkways.

19.24.020, 19.24.0303 standards

All residential projects of seven (7) or more residential units shall be designed and constructed to include the number of affordable units required by Section 19.24.030 unless the City Council has approved an in-lieu fee pursuant to Section 19.24.040.

19.25.040, 19.25.0501 standards

A developer of a housing development in the city may be permitted a density bonus and incentives in accordance with the provisions of California Government Code Sections 65915 through 65918.

19.25.050

The City shall grant a local Senior Density Bonus to 30 dwelling units per acre when an applicant for a Senior Citizen housing development... seeks such Bonus and agrees to construct a housing development located in and compliant with the Affordable Housing Opportunity Overlay District pursuant to 19.16.070.

19.26.020, 19.26.05011 standards

The standards in this Division apply to subdivisions, uses, new structures, additions to existing structures including accessory structures and to all other development on parcels with an average slope of 10 percent or greater.

19.27.0302 standards

Detached single-family, two-family dwellings, and multifamily residential developments shall be designed in the Contemporary, Craftsman, Mediterranean, Tudor, and/or Victorian architectural styles subject to the requirements of this Division.

19.27.03011 standards

A two-family dwelling development project of three or more buildings shall be designed with a mix of architectural styles or provide a minimum of three different façade designs...

19.28.04012 standards

Landscaped areas shall have a minimum interior width of three feet. Landscaped areas containing trees shall have a minimum interior width of four feet.

19.30.04015 standards

Each use shall provide at least the minimum number of off-street automobile parking spaces required by this Section

19.30.050C2 standards

The Review Authority for a land use or development permit application within the Downtown (D) overlay district may reduce the parking requirements of this Division for land uses that are determined to operate exclusively at night...

19.30.050F2 standards

Notwithstanding any other provisions in Division 19.30, parking for nonresidential uses on parcels designated Downtown Core (CD) on the General Plan Land Use Map shall be provided consistent with the following provisions: New construction, expansion of use, or change of use... up to a maximum total building FAR of 1.0, shall be exempt from providing parking.

19.30.050G1 standards

Notwithstanding any other provisions in Division 19.30, parking for multi-family residential uses complying with Section 19.16.070, in the AHO Overlay district shall be provided consistent with the following provisions:
