General provisions
221 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
Where a lot abuts a zoning district boundary line, the offset from such line in the zoning district boundary of less restricted use shall be not less than that required for the adjacent zoning district of more restrictive use.
Two or more buildings on adjoining lots may be erected with common or directly adjoining walls provided that at both ends of such buildings, the applicable offset requirements shall be complied with. Such "row" type construction shall be permitted only as a part of a planned development district or by a conditional use permit from the zoning agency.
All parcels one acre or larger located in state responsibility fire protection areas (SRA), shall comply with the offset requirements of State of California Public Resources Code 4290, Section 1276.01(A)
Any required setback or offset area shall be landscaped and kept clean and free from the accumulation of debris or refuse and shall not be used for the storage or display of equipment, products, vehicles or any other materials or structures.
Principal buildings shall maintain a minimum ten-foot separation from accessory buildings and other principal buildings. No detached accessory structure or accessory building shall be erected, structurally altered, or placed on a lot so that any portion of the structure or building is closer than ten feet to the principal building or other accessory building on the lot
The following shall be excepted from the structure height regulations of all zoning districts, except that such heights shall not exceed those permitted in the AAO zoning district. A. Chimneys and flues; B. Accessory farm buildings, but not to exceed sixty feet in height; C. Subject to the approval of the zoning administrator: cooling towers, elevators, fire towers, monuments, penthouses, stacks, scenery lofts, tanks, water towers, ornamental towers, spires or broadcasting towers, masts, aerials, transmission towers and necessary mechanical appurtenances.
The maximum height of any structure may be increased by not more than ten feet, providing all required offsets and setbacks are increased by one foot for each foot which such building exceeds the height limit of the zoning district in which it is located
Building heights shall be measured from the center of the building pad.

Any use permitted in the underlying zoning district except: signs within 660 feet of the edge of the right-of-way of any road except those signs identifying the owner and address of any parcel, commercial uses, industrial uses, wrecking yards, refuse disposal sites or similar uses; Multiple residential uses allowed with conditional use permit.
No structure or building shall be erected or placed on a lot nor shall any use be made of a lot: Wherein the dwelling floor area to lot area ratio is greater than the ratio specified by the zoning district...
Any use allowed with a zoning permit shall conform to the structure location regulations, the structure height regulations, the lot dimension regulations, and any other specific regulations of the zoning district in which it is located.
Where practical difficulties, unnecessary hardships, and results inconsistent with the general purpose of this title may result from the strict application of certain provisions thereof, variances may be granted as provided in this section.
Procedures for revocation, appeals, and reapplication of permits and variances.
Petition shall be submitted on the form provided in triplicate... plot map drawn to a scale not greater than one hundred feet to the inch... names and addresses of owners of all properties within three hundred feet... protest filed by owners of twenty percent or more of the area...
This chapter implements Government Code Section 65915, which requires the County to provide incentives for affordable housing, senior housing, and child care facilities.

Land use regulations: Permitted uses: general commercial establishment, restricted retail sales establishment, customer service establishment, retail sales establishment; Uses allowed with zoning permit: one single family dwelling; Uses allowed with conditional use permit: multiple family dwelling... Lot dimension regulations: lot length to width ratio permitted three to one, maximum; dwelling floor area to lot area ratio permitted thirty percent, maximum; total buildings area to lot area ratio permitted forty percent, maximum.
Permitted uses: retail sales, customer service, restricted retail, professional offices; single family dwelling with zoning permit; conditional uses include multiple family dwelling. Lot dimension: dwelling floor area to lot area ratio 40% max, total buildings area to lot area ratio 80% max.
Permitted uses include retail sales establishment, customer service establishment, restricted retail sales establishment, professional offices, sidewalk cafes, multiple family dwelling in permanent structure in combination with commercial establishment (under one roof). Ground floor restriction: Residential use and residential parking are prohibited on the ground floor in the front half of the lot.
