Circus, carnivals, fairs, outdoor concerts, revival or similar temporary establishments involving assemblages of people and automobiles shall be located with access to a county road; shall provide ingress and egress to avoid traffic congestion; and shall show that adequate controls or measures will be taken to prevent offensive noise and light.
