- road or trailside rest areas
- sewage treatment facilities

- construction, enlargement or encroachment of any structure, mobile home improvements, or developments that diminish natural open space values
- dairy, commercial lot, or livestock sales yard
- soil tillage, land clearing operation, or spoilation of forested areas
- energy generating facility, electric, gas or water distribution centers, service yards or equipment storage yard
