For subdivisions or developments within the HDR District, in cases where the applicant has provided recreational or environmental amenities, the amount of open space may be decreased by no more than ten percent with the approval of the Planning Commission.

All newly created major subdivisions in the HDR Districts must provide at a minimum, ten percent of the entire project area as open space... In the HDR District, density should not exceed five units per acre.
