- Shopping centers of not more than 10,000 square feet of retail area
- Restaurants, taverns, and soda fountains
- Business, professional and governmental offices including banks, loan and finance offices, police, fire, and rescue squad stations, post offices of under 10,000 square feet of usable office space, not including an office park
- Barber shops, beauty salons, nail salons and similar shops
- Laundries and dry-cleaning shops
- Movie and cultural art theaters, (not to include adult entertainment establishments), assembly halls, playhouses, dinner theaters of under 10,000 square feet
- Lumber/building materials/hardware store of under 10,000 square feet of retail sales area
- Pawn shops
- Donut shops and bakeries
- Hotels, motels and bed-and-breakfast houses of less than 10,000 square feet of rentable area
- Churches, other places of worship, and related church schools
- Schools such as business or commercial schools, trade schools, public schools and colleges and private schools and colleges having similar academic curriculum
- Public libraries
- Personal fitness establishments and gymnasiums
- Hospitals
- Funeral homes and/or mortuaries (including crematorium that are accessory to the facility)
- Automobile service stations for the dispensing of fuel
- Clubs and lodges
- Public utility transmission systems
- Public service and storage buildings
- Child-care centers
- Newspaper office including publication presses and other production equipment
- Railroad train stations, bus terminals and taxi stands
- Radio and television broadcasting studios, not to include transmission towers of over 55 feet in height
- Wholesale and retail greenhouses and plant nurseries
- Parking garages and parking lots
- Recording studios, dance studios, and other music-related instructional facilities
- Museums
- Massage therapy practitioners, offices and clinics licensed in physiotherapy by the Commonwealth of Virginia

- Television and radio transmitting antennas (if otherwise under 55 feet in height)
- Athletic fields, stadiums, and arenas
- Areas and grounds for outdoor events such as circuses, carnivals, fairs, and sideshows
- Drive-in theaters
- Recreational vehicle parks
- Apartments in existing structures
- Bowling alleys, skating rinks, miniature golf courses, or similar recreational use of facility if located at least 200 feet from any residential lot
- Single or multifamily dwellings with lot and permit requirements being the same as those in the HDR District
- Lumber and building supply, plumbing and electrical supply (all with storage under cover or concealed from public view) wholesale or retail sales
- Automobile painting, upholstering, rebuilding, reconditioning, and body and fender works
- Individual freestanding retail and wholesale providers (such as apparel, shoe stores, department stores, grocery stores, variety stores, specialty shops (retail), and appliance stores of over 10,000 square feet, which are not a part of a shopping center
- Shopping centers
