  A site plan to scale shall be filed with the application for a Special Use Permit.

  The Planning commission shall apply criteria set forth in the document titled 'Guidelines for Use by the Petersburg Planning Commission for the Siting of Telecommunications Towers Through the Special Use Permit Process.'
