All development in the city requires approval of a site plan ... with exceptions: (1) Individually developed single-family detached dwellings. (2) Individually developed two-family dwellings. (3) Accessory structures or improvements less than 256 square feet in area. (4) Filling and grading operations where the area of land disturbance is less than 10,000 square feet ...
