Floodplain
- Anchoring to prevent flotation

No new construction, substantial improvements, or other development (including fill) shall be permitted within the areas of special flood hazard, designated as zones A1-30 and AE on the flood insurance rate map, unless it is demonstrated that the cumulative effect of the proposed development, when combined with all other existing and anticipated development, will not increase the water surface elevation of the base flood more than one foot at any point within the Town of Bedford.

- Subdivision proposals minimize flood damage
All subdivision proposals shall be consistent with the need to minimize flood damage; shall have public utilities and facilities such as sewer, gas, electrical and water systems located and constructed to minimize flood damage; shall have adequate drainage provided to reduce exposure to flood hazards; and base flood elevation data shall be provided for subdivision proposals and other proposed development proposals that exceed 50 lots or five acres, whichever is the lesser.
Variances shall be issued only upon a showing of good and sufficient cause; after the board of zoning appeals has determined that failure to grant the variance would result in exceptional hardship to the applicant; and after the board of zoning appeals has determined that the granting of such variance will not result in unacceptable or prohibited increases in flood heights, additional threats to public safety, extraordinary public expense, create nuisances, cause fraud or victimization of the public, or conflict with local laws or ordinances.

The primary purpose of this district is to preserve and protect lives and property in the floodplains of the town and to satisfy the United States Department of Housing and Urban Development and the state water control board requirements for full entry into the National Flood Insurance Program.
