General provisions

No land, building, or structure or part thereof shall be occupied or used until a certificate of use and occupancy has been issued by the zoning administrator.
The town council may, upon application, grant a special use permit for any of the uses for which this chapter requires a special use permit, in accordance with the standards and procedures set forth in this section and elsewhere in this chapter.
The governing body shall establish, by resolution, a schedule of fees, charges and expenses and collection procedures for zoning permits, certificates of use and occupancy, special use permits, variances, appeals, amendments and other matters pertaining to this chapter.
To authorize upon appeal or original application in specific cases such variance as defined in Code of Virginia, § 15.1-430(p) from the terms of this chapter as will not be contrary to the public interest, when, owing to special conditions a literal enforcement of the provisions will result in unnecessary hardship.
