A special use permit shall expire if the use authorized by the permit is not commenced within 12 months of the date of issuance or if the use ceases for a period of 12 months or more, unless an extension of time is applied for and granted by the town council.
The town council may, upon application, grant a special use permit for any of the uses for which this chapter requires a special use permit.
