No use shall be allowed in any zoning district except those which may be allowed as principal uses, conditional uses, and accessory uses; provided, however, that no uses shall be allowed in resource protection areas except as may be permitted by applicable provisions of the Chesapeake Bay Preservation Area Ordinance.
