Roof mounted small-scale solar facilities shall be generally permitted in all districts with a zoning permit and be subject to approval by the Lancaster County Building Official.

Article 28, Sec. 28-3-21 standards

Ground mounted small-scale solar energy facilities shall meet the minimum setbacks for primary dwellings in the zoning districts in which they are located and not exceed 10,000 square feet.
