General provisions
254 rules that bind every district rather than one — sign regulations, parking, floodplain and the rest of the code’s citywide chapters.
Outdoor display: limited to maximum of 5% of total lot area; all surfaces graded and drained; walkways provided; prohibited in off-street parking/loading areas, fire lanes, travelways, sidewalks 5 ft or less.
Areas associated with retail uses shall be subject to the following standards: Shall be limited to a maximum of five percent of the total lot area. All surfaces will be graded and drained... Asphalt or concrete walkways or aisles shall be provided... Outdoor display shall be prohibited in any off-street parking or loading areas used to meet the minimum requirements, fire lanes, travelways, or sidewalks five feet or less in width.
Pawn shop: No outdoor display of goods or storage shall be permitted.

Restaurant, drive-in: stacking spaces not interfere; located to side or rear; six stacking spaces behind order speaker and four between speaker and pickup window; extended awnings permitted.
The following general standards shall apply to all drive-in restaurants: Stacking spaces shall not interfere with the travel way traffic or designated parking spaces. Stacking spaces shall be located to the side or rear of the principle structure and shall not be adjacent to any street right-of-way. Six stacking spaces shall be located behind the order speaker and four stacking spaces shall be located between the order speaker and the pickup window.
Mobile restaurant: permit required; valid business and health permits; operate on public or private business zoned property with written permission; no items sold other than food/beverages; no music audible outside; vehicle removed each day; sign restrictions; no liquid wastes; not within 100 ft of food business entrance or single/two-family residential use; noise not audible at 100 ft.
The following additional requirements apply to sales from a mobile restaurant... Mobile restaurants must obtain a county mobile restaurant permit... No mobile restaurant shall locate within 100 feet of the entrance to a business that sells food for consumption... No mobile restaurant shall locate within 100 feet of a single family or two-family residential use. The operation of the mobile restaurant or use of a generator should not be loud enough to be plainly audible at 100 feet away. No signs may be displayed except...
Sales offices; temporary: temporary office trailer on active construction site for duration; removed within 10 days after completion; similar office for sales in major subdivision removed within 10 days after sale of last lot or 6 months after recordation, whichever sooner.
In any zoning district, a temporary office trailer designed as an office and lacking kitchen facilities may be placed on any active construction site for the duration of the construction project. Any such temporary office shall be removed from the site within ten days after completion of construction. A similar temporary office may be used as a sales office in any major subdivision... removed within ten days after sale of the last lot, or six months after recordation of the final plat, whichever is sooner.
Shooting range, indoor: demonstrate compatibility; exterior lighting compatible; entrances minimized; scale/massing compatible; prevent noise beyond property boundaries.
Applicants must clearly demonstrate that the use will be compatible with the neighborhood... Exterior lighting shall be compatible... The location, design, and construction of the site buildings shall prevent noise from being heard beyond the property boundaries.
Shooting range, outdoor: all ranges at least 300 feet from any and all property lines for number eight shot; other size shot require adequate distance as deemed appropriate by zoning administrator.

The following general standards shall apply to all shopping centers: Entrances to the site shall be minimized... The scale, massing, and building design shall be compatible with surrounding developments. The structures shall be street oriented with pedestrian entrances from the street. No outdoor display of goods shall be permitted.
Short term business rental: annual business license; registration book; no signage; max 6 adult guests; no RVs; host name/phone posted; principal guest at least 18; license revocation for 3+ complaints; fine $500 per occurrence.
No host shall operate a short-term business rental without first obtaining an annual business license... A registration book must be maintained for one year... No signage advertising a short-term business rental shall be allowed. The maximum number of adult guests in a short-term business rental unit is limited to six. No recreational vehicles may be used... The host shall not permit occupancy for a period of less than overnight.
