All outdoor lighting fixtures shall be designed to meet the following criteria: fully shielded, aimed, downcast. CCT not to exceed 3000K for multifamily residential, 4000K for non-residential. Free-standing pole-mounted light fixtures shall not be more than 20 feet in parking areas within or adjacent to agricultural or residential uses, and not more than 25 feet in height above finished grade where adjoining all other uses. Lighting levels shall not exceed 0.2 footcandle at any common property line with property zoned, used as or planned for residential or agricultural uses. For multifamily, max 0.5 footcandle at property line boundaries.

§ 165-201.095 standards

All development in Frederick County shall meet the requirements of Chapter 79, Erosion and Sediment Control. All developments requiring site plan approval shall limit the rate of stormwater runoff so that no greater rate of runoff from the site is permitted than that occurring prior to development for storms with a two-, ten- and twenty-five-year frequency. Storm drainage conveyance systems shall be designed to convey a storm with a ten-year frequency without surcharging inlets. Conveyance systems shall be designed to convey a storm with a one-hundred-year frequency within a controlled spillway. Stormwater storage system shall be provided to accommodate a postdevelopment storm with a twenty-five-year, twenty-four-hour frequency.
