General provisions

Adult Motion Picture Theater means an enclosed building with a capacity of 50 or more persons used for presenting material for observation by patrons distinguished or characterized by an emphasis on matter depicting, describing or relating to specified sexual activities or specified anatomical areas.
Adult Day Care Center means any facility that is either operated for profit or that desires licensure and that provides supplementary care and protection during only a part of the day to four or more aged, infirm or disabled adults who reside elsewhere, except (i) a facility or portion of a facility licensed by the State Board of Health or the Department of Behavioral Health and Developmental Services, and (ii) the home or residence of an individual who cares for only persons related to him by blood or marriage.
Transitional Housing means temporary housing linked to supportive services that are offered for less than 24 months, to facilitate movement to permanent housing for persons with low incomes who may have one or more disabilities.
Substantial Improvement means, for the purposes of the floodplain management (Sec. 19.2-27) and Chesapeake Bay (Sec. 19.2-26) regulations, any reconstruction, rehabilitation, addition or other improvement to a structure, the cost of which equals or exceeds 50% of the market value of the structure before the start of construction of the improvement.
Substantial Damage means, for the purposes of the floodplain management regulations (Sec. 19.2-27), damage of any origin sustained by a structure whereby the cost of restoring the structure to its before-damaged condition would equal, or exceed, 50% of the market value of the structure before the damage occurred.
Start of Construction means, for purposes of the floodplain management ordinance (Sec. 19.2-27), and for other than new construction and substantial improvement under the Coastal Barriers Resource Act (P.L. – 97-348), start of construction means the date the building permit was issued, provided the actual start of construction, repair, reconstruction, rehabilitation, addition, placement, substantial improvement or other improvement occurs within 180 days of the permit date.
Street, Loop means a local street that has two points of intersection onto a street. The minimum depth of a loop street shall be not less than three times the required right-of-way width as measured from the adjacent right-of-way line of the through street to the inside right-of-way line of the loop or similar location if the loop is totally contained within the right-of-way.
Urban Development Area means that for the purposes of Code of Virginia § 15.2-2223.1, the following zoning districts are considered urban development areas for purposes of the access management and street design requirements of this Chapter: SU (Semi-Urban Neighborhood), UR (Urban Residential), CC (Corridor Commercial) Option 2, and MU (Mixed-Use Center).
