All subdivided land should be of such character that it can be used safely for building purposes without unreasonable danger to health, or peril from fire, flooding, or other menace; and provision shall be made for drainage, sewerage disposal, water, schools, parks, recreation, streets, roads, highways, and other public facilities and services.
