It is declared to be a nuisance and it is unlawful for any person to allow manure from animals, rabbits or poultry, which has become damp or moist, or is likely to create any foul or obnoxious odors, or the breeding of flies, to accumulate on any premises for a period longer than a maximum of seven days.
