No person shall have, keep or maintain, or have in his possession or control, any elephant, bear, hippopotamus, rhinoceros, lion, tiger, leopard, wolf, monkey or any poisonous reptile of any kind, or any dangerous or carnivorous wild animal or reptile without first applying to and receiving from the chief of police or animal control administrator a permit to do so.
