if a legal nonconforming massage establishment use is discontinued for a period of thirty (30) consecutive days or more then the nonconforming use is presumed abandoned, whether the intent was abandonment or not, and its legal nonconforming status is terminated by operation of law and without necessity of any action by the city.

All Land Use Entitlements shall expire within two (2) years after the granting of said permit unless the applicant has diligently developed the proposed project, as shown by the issuance of grading, foundation, or actual construction under a building permit, or the approved activity which did not require construction, has commenced and has diligently been continued.
Commercial cannabis activity, whether or not for profit, is prohibited in all zones, specific plan areas, and overlay zones of the city.
