Within one year of the event that caused the damage or destruction, legal nonconforming single-family residential dwelling units in commercial zoning districts that have been damaged or destroyed by fire or other natural forces through no fault of the owner or occupant, and do not front onto Narbonne Avenue, Lomita Boulevard, Western Avenue, or Pacific Coast Highway may be reconstructed or replaced with a new single-family residential dwelling subject to the following: ... the total allowable square footage of the replacement dwelling shall be no greater than the square footage of the original unit, or one thousand five hundred (1,500) square feet, whichever is greater.
